The aim of this research is to investigate the risks in public relationships with different stakeholders in an EPC project overseas from the aspect of contractors. All types of relationships and the relationship risks lying in them are listed, risk responses are recommended correspondingly by putting forwards several major methods. Specifically, risks in contractors and owners are analyzed in this paper. The data collection instrument was an item sequence scored by 11 professors in Tianjin University who had comprehensive understandings about the stakeholders’ relationships in an EPC project abroad. Ways to response to these risks are also recommended by these professors. Chinese corporations undertaking the EPC projects overseas may utilize these findings to identify the risks in public relationships and adopt proper measures to avoid these risks to ensure a successful EPC project overseas.
