The development of large complex equipment takes very long and needs to reduce the time introduced to the market. The cross state of development and production appears frequently because of the tight schedule. The cross may result in instability problems of quality and would delay development schedule ultimately. In order to ensure the quality and schedule, the method and strategy used for the cross state of development and production are discussed in this paper. The main problems caused by the cross situation are analyzed. And then the solution is proposed to the question, that is the management process needs to be infused with more in-depth systems analysis during the early stages and planned using tenets of process control, configuration management and integrated test & evaluation methods. These approaches may accelerate the exposure of technical problems as far to the left as possible. Therefore such management process could help to ensure the quality consistency and schedule under the cross state of development and production.
