Abstract: Unmanned aerial vehicle remote sensing (UAVRS) technique was applied to emergency monitor Cocktail Mountain landslip geological hazard in Wulong county of Chongqing. The paper analyzes methods of accessing and processing digital image data in mountainous area and its application to emergency response management of geological hazard. The conclusion shows that UAVRS can access quickly high-precision remote sensing digital map and supply newly and explicit data for emergency decision. Combing with GIS spatial analyst modeling, UAVRS can assess high-speed hazard and provide base of allocating relief supplies. UAVRS integrating GIS can bring up potential and secondary disaster points for guaranteeing safety of personnel and property. UAVRS can also provide hazard information timely and exactly for pacifying the public to avoid panic. So UAVRS technique can provide technical support for emergency response management of geological hazard.

Abstract: Traditional project management models have been difficult to adapt to the requirements of the organization and management for very large projects. Chongqing which has the moderate economic strength is first progress and the most smoothly in large-scale construction of public rental housing in the country. Therefore, the model and experience of the management of large projects from public rental housing construction in Chongqing has important theoretical and practical significance. The paper demonstrates that the model of government-led making decision, specifically management department managing, the state-owned enterprises as the owners making land reserves and managing investments and financing (GMS mode) has a higher efficiency on the management of large construction projects, can effectively solve the problem of multi-participant, short construction period and high security requirements. If taking into account the public participation making the GMS mode into GMSP mode, the management of large projects can better incorporate the efficiency and fairness.

Abstract: This paper researches on the territorial system of urban and rural integration to provide reference resources for solving urban-rural dual economy and society structure and land-use management. Methods of documentary data and theory are applied. The result of study indicates that: (1) build up five-level territorial planning at national, province, district, county and regional level to strategically arrange land-use; (2) build up line planning of various types of land to manage scientifically and efficiently; (3) compile land reclamation planning at town-level, village planning to enrich land use detailed planning and promote operation of available; (4) form long-term territorial planning, five-year line planning and annual land use program. The conclusion of this paper shows that: (1) modify urban-rural planning law to unify the planning law provisions; (2) establish planning management committee to unify management of urban-rural territorial; (3) work out unified basic map and standard land classification to unify technical standard system; (4) improve the degree of public participation at different planning stage; (5) implement planning qualification management and industry access system and strengthen planning implementation and modification supervision management.

Abstract: This paper, based on the current state and problems of saving and intensive land use system of urban-rural integration in Chongqing, in which methods of theoretical approach and system analysis are applied, brings up three mechanisms as: (1) the connecting of the increase of urban construction and the decrease of rural residential area; (2) the connecting of sprawling and farmland consolidation; (3) the connecting of intensive land-use in urban-rural area. At last, the paper builds up the saving and intensive land use system of urban-rural integration follow as: (1) perfecting land surveying system; (2) strengthening land statistics system; (3) perfecting land evaluation system; (4) clearing land property right system; (5) improving land registration system; (6) refining land use system; (7) building land tax system; (8) explicating land consolidation system.
