Abstract: Pollutant Release and Transfer Register (PRTR) has been adopted in Organization for Economic Co-operation and Development (OECD) countries since 1970s to help stimulate public participation, facilitate environmental regulation and promote industrial transformation, but have not been adequately established worldwide. In developing countries, environmental pollution is increasing rapidly and has reached severe levels as a result of economic development in the absence of effective environmental regulation and adequate public pressure. During the current exploratory period for establishing a PRTR, developing countries needs support and knowledge when it concerns PRTR schemes and the mechanisms of improving business behavior. Based on literature review and expert interviews, this paper gives a detailed introduction on the PRTR mechanism and concludes common and differentiated experience of PRTR in representative OECD countries, in order to form an overall reference of the OECD experience and provide specified enlightenments to facilitate the waste management in developing countries.

Abstract: Micro, Small and Medium Enterprises (MSMEs) have been noted to play a significant role in promoting economic growth in less developed countries, developing and also in developed countries. Worldwide, the micro and small enterprises have been accepted as the engine of economic growth of any nation. Small and Medium Enterprises are the backbone of the economies, because it trigger employment, output, export, poverty alleviation, economic empowerment, economic development etc. in developed as well as in developing countries. It is more important to developing countries as the poverty and unemployment are burning problems. MSMEs have been playing a momentous role in overall economic development of a country like India where millions of people are unemployed or underemployed. Therefore, the growth of small sectors is essential for the growth in the GDP, employment generation, total manufacturing production and export. India, being one of the fastest growing economies of the world, needs to pay an honest attention for the utmost growth of MSMEs for its increased contribution in above areas.

Abstract: Bali is well known as the Paradise Island on the earth. Its unique landscape and culture attract large number of tourists from all over the world. Due to large number of tourist’s inflow several new developments are taking place in Denpasar city to support tourism activities especially in the tourism zone. Sanur beach attracts thousands tourist each year, and the new development of this beach is undeniable. The beach borderline has been declared as one of the cultural heritage in Bali, where the traditional Hindu ceremony took place. But nowadays, the border has interrupted with commercial activity for tourism purposes. Based on empirical research which employed a case study of public open space along the beach, the paper draws on the Balinese experiences with particular reference to Sanur Beach. This paper explores the perception of two different stakeholders with the practices on use of public open space. It argues that global economic have raised new issues for decisions relating to ownership and management of public open spaces and consequently brought effects on cultural heritage. This is reflected that role of government, private sectors involvement and the local community should be urgently improved.

Abstract: Plant is not only closely related to human beings’ life, but also an integral part of raw materials in production. Protection of nature and plant resources is an increasingly urgent needs around the world. Cognition is a prerequisite for the protection of plant. But the way of plant science popularization is old, the knowledge of plant is too obscure to the general public. The system of plant science popularization based on the QR code spreads the knowledge of plant with illustrations interactively, to facilitate ordinary users to learn, understand and identify plant species. The article will detail all aspects of development of the system, allowing more scholars to understand the digitized plant science popularization under the new media.

Abstract: The increased role of knowledge in the economics, the growth of the role of education and innovations caused the necessity to revise the role of the basic subjects in the market (the government, business structures, universities) and mechanisms of their interaction. The primary importance is now being shifted towards such subjects of innovations as resource centers, innovative businesses, technological platforms, the clusters capable of exerting efficient influence upon the innovations process, which, in its turn, improves the competitive ability of particular spheres of business and entire national economics. This process also influenced the construction industry. The purpose of this research is to analyze the manifestation of the phenomenon of the knowledge-based economics in the construction sphere. The tasks of this research: firstly, to highlight the evolution of the scientific discipline “knowledge-based economics”; secondly, to analyze the efficiency of the phenomenon on the example of the USA, the EC and Russia; thirdly, to analyze the innovative process in the construction sphere; fourthly, to highlight the role of various institutional structures (resource centers, innovative businesses, technological platforms, clusters) for innovative activity in the construction sphere.

Abstract: Aim at the development and realization of SVPWM three-phase inverter control by DSP, the concrete of method and technology by DSP of SVPWM control is given, the complete hardware circuit and DSP control program is designed, the core of source program and setting method of DSP register are given. The results show that, voltage waveform output from SVPWM three-phase inverter is stability and reliability, output frequency with high control precision. The paper has good applied value for engineering development of inverter.

Abstract: The Cropping System Model (CMS) simulates growth, development and yield of a crop growing on a uniform area of land under prescribed or simulated management as well as the changes in soil water, carbon, and nitrogen that take place under the cropping system over time. Decision Support System for Agro-technology Transfer DSSAT is one of many cropping system models and has been relatively widely applied. In this paper, the development history, the system structure, and the application field of the model system are summarized, and the principle and mechanism of the model to simulate the soil-water balance in the study of water resources management and the representative study results obtained by the scholars in China are analyzed in detail, so as to provide references for relevant studies and applications.
