Abstract: Watermarking appraisement is the key technology for validity checking of the digital watermark algorithm. There is any comprehensive evaluation method proposed for watermarking technology oriented electronic chart. Sometimes, traditional software and testing theory can only give some appraisement indications, and those lacking of credibility. In this paper, a novel watermarking evaluation method was proposed based on certainty factor, with some factors of the proposed model, we can analyze the performance of the specified watermarking algorithm, can which can be quantified, it is also easy to compare with the optimal algorithm.

Abstract: With rapid development of the geographic information system technique, the electronic chart has come into being and is more and more mature. The electronic chart can provide the accurate and detailed information about the ocean environment, including the depth of water, situation of the seabed, distance from the shore, position, orientation and velocity of the ship, and other useful information. This paper first gives some introduction about the electronic chart. After analyzing the characteristics of the electronic chart, the application of the electronic chart in ocean navigation is provided. Finally the existing problem of the electronic chart and its future development trend are also discussed.

Abstract: Automatic route design will help to develop electronic chart intelligence, hence to improve safety, economy and reliability of the route. In the paper rasterizing charts are used to expressed the navigation environment of the ship and the modified A* algorithm is used to compute the near optimum trajectory of a ship in given environment based on electronic chart dispiay and information system (ECDIS). By tracing Safety contours, computing obstacle areas and taking into account certain boundaries of the manoeuvring region, the problem of avoiding collisions at sea was reduced to optimization task with static constrains. Simulation using MATLAB is conducted to verify the proposed ship path planning method. The good results show the promise of this method for ship at sea.

Abstract: Bohai Sea is one of China's major offshore oil producing areas. With the development of oil exploitation, continuous oil spill accidents make serious damage to economy and environment. It is necessary to establish an effective oil spill monitoring emergency system. Based on GIS technology, this paper focuses on the implementations of monitoring data application functions in Sinopec Offshore Oil Spill Net Monitoring System. And it provides a reasonable solution for oil spill emergency aid decision-making system.

Abstract: With the development of modern marine navigation technology, the importance of electronic chart is highlighted. As an agent and communicating window between people and electronic chart, the human-computer interaction interface is turning towards humanization and intelligence. In this paper, a compact, perspicuous and easily to be operated human-computer interaction interface is given based on the study and analysis about the design principles of human-computer interaction interface and international standards for electronic chart. And this interface is realized by using the VC++ technology.

Abstract: For the traditional automatic-generation algorithm of electronic chart plan shipping route, it is difficult to achieve the shortest route and the least turning points at the same time. In this article, the optimal and planned shipping route automatic-generation method algorithm based on the rubber band algorithm was put forward. In this algorithm, the elasticity principle of rubber band was adopted to improve the original and basic path and the shortest path and the least turning points can be achieved at the same time. The experimental results showed that the algorithm can quickly and automatically generate an optimal and safe route with good stability and high searching efficiency and so it can be applied to shipping route planning in complicated and large sea area.

Abstract: The localization GPS electronic chart apparatus system adopts 32-bit embedded processor as the controller, which greatly enhanced the processing speed,reduced the volume of electronic chart apparatu, improved the stability, greatly reduced the cost.In the design of system control software, adopted non-real-time operating system; file management using FAT16 file system of DOS to manage 16M file storage space, so, we can easily create and delete documents in an embedded electronic chart apparatus.In addition,used non-standard digital vector charts, making the charts data format and processing display project no different,which improved the security.

Abstract: In the process of researching and implementing electronic chart display and information system, discovered the problem of displaying efficiency based on large scale electronic chart data. As the electronic chart data and its objects have scale range, suggested dividing electronic chart data into several grades and controlling displaying by scale. When displaying electronic chart data, the data within current scale range can only be used. The experimental results demonstrate that the algorithm is efficient in displaying the huge electronic chart data.
