Abstract: With the wide use of internet and we-media, the process of emergency treatment of government developed into the process of information transmission and the game of the stakeholders. Firstly, the formation of this process has been demonstrated. Then from the perspective of government we analyzed the constitution of game, the types and the interest demands of stakeholders. And then from the perspective of the game we analyzed the emergency behavior and the profit of the government. The game model was constructed based on the transmission of information, so as to provide a reasonable explanation for the emergence disposal of government. Finally, according to the study some suggestions for government have been given.

Abstract: Urban water supply pipeline emergency accident in such aspects as occurrence, development and evolution is uncertain, it is necessary for different stages of emergency situation carries on the scientific assessment, decision support systems to aid decision making. Based on auxiliary decision-making problems in DSS, research its key technologies. First of all, from the knowledge acquisition, interpretation, presentation and reasoning of DSS system structure research; Then the FCR reasoning algorithm, through the fuzzy knowledge reasoning rules, cases, fuzzy knowledge reasoning part done between different library calls and internal reasoning to solve; Finally, the system development of the MVC architecture, and expounds its advantages. The study content of this paper to form a relatively complete city operation and management system, to deal with emergencies ability to water supply network, raise the scientific nature of the emergency management system is of great significance.

Abstract: In order to improve the operation safety under disastrous conditions of highway, the classification of highway catastrophic conditions was analyzed. And then the operation safety management and the kinds of countermeasure and foundation of decision-making for emergency disposal against disastrous conditions of freeway were put forward.

Abstract: This paper introduced a kind of oil absorption polyurethane foam (PUF) material, which had good absorption on a variety of liquid hazardous chemicals. The absorption rate of this material while absorbing crude oil can reach 40g / g or more and the absorption rate to xylene is 49.9g / g. In addition, this paper also discussed the relationship among the cell opening rate, volume availability and the oil absorption rate of the foam material, comparing with oil absorption felt, the commonly used absorption materials. Researchers observed the microstructure of PUF by the scanning electron microscope, discussed its oil absorption mechanism and analyzed its emergency disposal in the leakage accident of hazardous chemicals.

Abstract: The emergency disposal of urban rail transit needs to accurately estimate the emergency range and total affected passenger flow volume. The urban rail transit network could be simplified to an abstract model which is easy to be analyst based on the graph theory method. Considering the actual network back-turning lines and vehicle storage tracks of urban rail network, the emergency range could be estimated effectively. The affected passenger flow could be classified as different kinds based on the different paths of passenger flow. The classification of passenger flow mainly includes “delay passenger flow”, “detour passenger flow” and “loss passenger flow”. Considering the emergency range, the different affected passenger flows could be superposed over time based on the abstract model, then the affected passenger flow volume and virtual loss time could be calculated out. The results could provide basis for the emergency disposal in urban rail transit. The example analysis is verified the feasibility of this method.
