Abstract: Through the study and analysis, this paper has screened out 20 major factors as evaluation indexes which influenced manufacturing enterprises’ quality innovative capacity, and 1 was applied to determine the weight of each evaluation index, thus constructing the quality evaluation index system of the manufacturing enterprises’ innovative ability. Based on this, the compound linear matrix system of evaluation was used to carry out the empirical research combined with 32 machinery manufacturing enterprises in some province, the result of which has practical guiding significance for improving the innovative ability of manufacturing enterprises’ quality innovation.

Abstract: The research on the connotation and the evaluation index system of low carbon competitiveness in the ocean economic zone is not comprehensive, it ignores some factors, such as, spatial structure, fairness, regional cooperation, urbanization, system innovation. This paper first puts forward the connotation and the benefit-potential evaluation index system of the ocean economic zone, and then uses the index system to evaluate low carbon competitiveness of Shandong peninsular blue economic zone by using the empirical method.Low carbon competitiveness in the ocean economic zone means a competitive advantage that can optimize economic benefit, social benefit, and the ecological benefit of the zone, and the competitive advantage is formed by the synergistic effect, cooperation, rational distribution of the component elements of the zone and by the interaction in low carbon development of the ocean economic zone and external region. In the process, the principle is 6R of low carbon development, and the basis is regional interest coordination mechanisms.The results show that: there is great difference in urban low carbon competitiveness of Shandong peninsular blue economic zone because the highest value (0.77526) and the lowest value (-0.57536) is in Qingdao and Weifang respectively, and the difference is 1.35062; Qingdao is the first order low carbon development pole of the zone, Yantai (0.25704) and Dongying (-0.04371) are secondary low carbon development pole; the zone has point-axis spatial structure characteristics; there is a positive correlation between low carbon competitiveness of the ocean economic zone and regional economic developing stage; the differences in spatial structure characteristics of the six system layer indexes indicate that every index is independent and their spatial structure is diversiform; there is great difference between different city in system layer index, so the coordination of the urban system layer indexes should be paid attention to and the spatial structure of low carbon competitiveness in Shandong peninsular blue economic zone should be optimized.

Abstract: The city of Qingdao as an important coastal city in Shandong Province, in the 2006-2020 city plan clearly proposed to build an ecological city goals. This paper uses the optimization evaluation index system by AHP, landscape evaluation method for the construction of ecological city of Qingdao City, the evaluation results show that: the current level of ecological city construction in Qingdao City, eco city construction has a long way to go.

Abstract: Scientific and normative evaluation index system of smart distribution grid can provide effective guidance and advice for planning and construction of smart distribution grid. Based on the level and target of smart distribution grid construction, combining with the current situation and the development of smart distribution grid in China, this paper built a preliminary framework of evaluation index system of distribution grid intelligent level by hierarchical method, the system contains base layer, measurement and control network layer, management layer and effect layer. The key and new indicators are defined for each layer. We can estimate the distribution grid intelligent level objectively and comprehensively, and a reference for improvement and development of smart distribution grid will be provided with the help of this evaluation index system.

Abstract: Based on both at home and abroad energy sustainable development ,enterprise energy evaluation index system research and low carbon economic background, this thesis proposed the strategy thought of full process of energy-saving and emission-reduction, selected DEA evaluation method to achieve efficiency monitoring, followed the application steps of DEA evaluation method and built the evaluation index system for energy-saving and emission-reduction which contained inputs and outputs aspects of 8 items specific indicators. The thesis took Dalian as an example to discuss the running situation of energy-saving and emission-reduction strategy within each year and propose that only we strive to achieve industry upgrade in the future, develop circular economy and control the amount of energy input.

Abstract: This paper analyzes the core values of the smart grid that is the need of significant stakeholders, the reliable and efficient electricity supply for users and running economy for power grid enterprises. Using fishbone analysis gets the main elements, which are the quality and reliability of power supply, grid structure, equipments situation, intelligence level and operation level. Due to the complexity of the evaluation system,the entire system divided into three layer levels,the target layer, the element layer and the index layer. The structure and operation of low voltage distribution grid and medium-high voltage distribution are significantly different,they separate into two systems to evaluate,it can get the evaluation index system. Compared with the traditional distribution grid evaluation system, this system is more comprehensive and systematic for evaluation the development level of the smart distribution grid,it is practically valuable for evaluation work.

Abstract: This paper selects 10 indexes which can evaluate the low-carbon economic development, using AHP to determine the impact of various factors coefficient, and then form the evaluation system of low-carbon economy in Jiangsu Province. An Empirical Analysis of the economic situation of Jiangsu in 2012 is also given on the system. The result shows that the level of carbon economic development in Jiangsu Province is still in a low stage. Finally the related policy advice was put forward. That is changing consumption concept, promoting low-carbon life; changing energy consumption structure, using low-carbon energy; adjusting industry structure, developing low-carbon industry; constructing public transport system, encouraging low-carbon travel; strengthening international exchanges, researching low-carbon technologies.

Abstract: Urbanization and resources-environment are two subsystems in the socio-economic development system which interact and affect each other, so it has become an urgent need to coordinate them and identify the coupling laws between them. This paper took Hubei Province as an example, built comprehensive evaluation index systems for the urbanization and resource-environment. Then, utilized the AHP (analytic hierarchy process) to calculate the weights of indexes, and estimated the comprehensive index of urbanization and resources-environment of Hubei Province during 1996-2010. The coupling degree model and coupling coordination degree model were used to calculate the coupling degree and coupling coordination degree of the comprehensive index of urbanization, resources-environment of Hubei Province during 1996-2010. Further analyzed the coupling relationship and coordination extent of these two subsystems, analyzed the timing characteristics and reasons of its coupling coordination, discussed the regularity of the mutual influence and interactions between urbanization and resources-environment in Hubei province. This will provide a theoretical reference for the urban development and management, sustainable development of resources-environment, construction of “two-oriented” society in Hubei Province.

Abstract: The enterprise’s comprehensive strength of patent is a key factor to measure its core competitiveness. It is of strategic significance for an enterprise to analyze and evaluate objectively its comprehensive strength of patent. On the basis of an amount of domestic and foreign literature survey, case study and expert consultation, according to the 4 aspects of creation, application, protection and management of patent, the essay constitutes preliminarily an overall evaluation index system of the enterprise’s patent comprehensive strength which is composed of a set of 16 indexes, and analyzes the evaluation model and method of enterprise’s patent comprehensive strength with the fuzzy comprehensive evaluation and through a real case. The essay thinks the evaluation in essence is multi-object, multi-factor, multi-layer, fuzzy and comprehensive, and emphasizes it is the most important to determine evaluation index system and to select evaluation method reasonably in order to evaluate the enterprise’s patent comprehensive strength systematically, comprehensively, scientifically and effectively, to enhance the enterprise’s core competitiveness, and to realize its sustainable development.

Abstract: In this paper, power projects overseas investment risk as the research object, starting from the risk assessment and prevention, integrated use of risk theory of knowledge, power projects overseas investment to do a systematic risk identification and analysis. On this basis, the analytic hierarchy process, fuzzy comprehensive evaluation of knowledge and econometrics to establish risk assessment model, a comprehensive assessment of power projects overseas investment risks.
