Abstract: Based on the precipitation data observed monthly of 19 weather stations in Hebei province from 1960 to 2011, three methods, linear trend estimation, Mann-Kendall test as well as Morlet wavelet transformation, were adopted to analyze the characteristics of precipitation trend, abrupt change points and cyclical variations under the circumstance of multi-time scales in the past 52 years. Annual precipitation had a decreasing trend, and precipitation in spring increased dramatically, meanwhile precipitation of summer decreased significantly; however, precipitations in autumn and winter were fluctuated in an acceptable range. There were various abrupt change points both in annual precipitation series and in spring as well as in summer, yet any abrupt change points were found in autumn and winter. Multi-scale periodicities were found by wavelet analysis in annual and seasonal precipitations.

Abstract: Hebei province as a great province of energy, its economic development and industrial structure highly dependent on energy. Developing low carbon economy is great significance to Hebei. This article used SWOT analysis method to analyze the advantage, weaknesses, opportunities and threats of low carbon economy of Hebei province. The author put forward countermeasures such as seizing the historical opportunity, creating low carbon development environment, developing new energy industries, optimizing energy structure, adjusting the industrial layout, optimizing the industrial structure.

Abstract: The extent of land intensive use is directly related to the sustainable use of regional land resources, and it is closely related to regional socio-economic development. The land intensive use evaluation indicator system is built from three aspects of status of land use, land use efficiency, land management performance, and the level of land intensive use of the Langfang national economic and technological development zone is evaluated by multi-index comprehensive method. The evaluation results are deeply analyzed to find the problems of land use. The research results objectively reflected the actual status of land use in development zone, the direction of tapping the potential of land management is indicated, and the basis is provided for the government to audit upgrading and expansion areas of the development zone.

Abstract: Suitability evaluation is the important basis for scientifically determining the direction of land reclamation. This paper deeply elaborates the goal of land reclamation and the principles of suitability evaluation. land reclamation direction of the project area is initially determines to be cultivated land, forest land, grassland and garden plot based on region land-use planning and analysis of natural factors, socio-economic factors, policy factors of the mining area; the evaluation index system including five involved factors is constructed, and the suitability evaluation of evaluation units is carried out by the comprehensive index method and extreme conditions. Based on above-mentioned evaluation, the land reclamation direction of 14 evaluation units are ultimately determined by comprehensive analysis of the local natural conditions, social conditions and so on.

Abstract: Based on pressure-state-response (PSR) model and relavant references,the the evaluation index system,the evaluation method and the grading criteria of ecological environment effect were established.Using this evaluation system,the influence of Hebei coastal development activities onecological environmental was analysed.The results show that the influence of coastal development on ecological environment in Hebei Province showed the trend of smaller→general→greater from 1984 to 2010 and acceptance degree evolved from the acceptable to unacceptable level.The main reason for this change is reclamation activities,the development of marine industry and population growth.The influence of development activity on ecological environment also show some difference in space,of which Qinhuangdao is smaller,followed by Cangzhou and Tangshan is greater.Moreover,the influence on ecological environment of Cangzhou and Tangshan reaches unacceptable level and need to further strengthen the restoration and protection of ecological environment.

Abstract: Based on data envelopment analysis (DEA) approach ,use the 11 prefecture-level city in Hebei Province as the research object, selects indicators of the inputs and outputs categories of the mineral resource development and utilization of the year of 2007 , analyzes mineral resources development utilization efficiency of the prefectural-level city in Hebei, including overall efficiency, technical efficiency and scale efficiency. The results show that: the efficiency in the development and utilization of mineral resources throughout the prefecture-level cities in Hebei exists regional differences. On this basis, made recommendations accordingly.

Abstract: According to the coordinated development connotations of regional culture and economy, set up index system and used the coordination degree model to measure the coordination development state and process between culture and economy in Hebei Province based on relevant statistical data from 2004 to 2011. The results showed that the development of culture and economy in Hebei province has experienced five stages. The development degree and the growth of cultural industry were the main factors to promote the coordination degree. Finally, made some recommendations based on the results.

Abstract: The electric power industry is the largest CO₂ emitting sector in the national economy. So optimize the power structure is an important part of energy conservation. This article selected the data of power supplydemand and the power structure in Hebei Province from 2004 to 2011 on the basis of the analysis of the power structure. It established a short-term prediction model based on gray theory, and made the power supply and demand situation and the power structure prediction of Hebei province in the next five years, and provides a reference for the scientific development of the power structure optimization of Hebei Province in the low-carbon context.
