Abstract: Public Functional Technologies Service quality improvement is the inevitable requirement to promote socialist cultural greater development and prosperity. The government's function, in the public culture service provision, is the key factor influencing the quality and quantity public of cultural service provision; the evaluation towards government public cultural service performance by constructing a comprehensive evaluation index system, can not only scientifically measure the objective level of public cultural service, but also promote the standardization and sustainable development. This paper, by the new public management theory, around the core idea of the service, constructing the public cultural service government performance evaluation index system, by using the partial least squares size model complex data table method, hopes to provide a theoretical reference for the construction of more comprehensive and more scientific index system of public cultural services by the evaluation system of our country's data analysis from 2009 to 2013.

Abstract: The Copper Clad Laminate (CCL) residue recycling technologies are important to improve the recycling of waste circuit boards and reducing the environmental impact during its life cycle. However, there has not yet been able to have the technical evaluation criteria for CCL residue. This study demonstrates the feasibility of one recycling technology from the technical, economic, social, environmental and political, and then determinates CCL residue recycling technologies evaluation index system by Delphi Method, AHP, expert panel and Questionnaire and etc., which provides a tool for CCL residue recycling technologies assessment.

Abstract: Combined with the development status of the green building industry in our country, this paper builds the evaluation index system of green building, and explores the network relationship among the indexes by introducing the network level analysis method, obtaining the weight coefficient of the different level index. Then on the basis of the weight size of each factor it determines the influence degree of each index on green building evaluation index system and the primary factor which has a great influence on green building evaluation index system, so as to provide the basis to find out the green building evaluation index system adapting to various types.

Abstract: It is extremely urgent to study on the scientific and reasonable evaluation index system in this field when small and medium-sized enterprises start turning to purchase cloud services instead of IT hardware. By making use of analytic network process, based on characteristics of cloud services, referring to common QoS properties in cloud service evaluation, 11 cloud service evaluation indexes are established in this paper and each index is quantified.

Abstract: At present, research on energy-saving and emissions reduction is still mainly theoretical construction and not much quantitative research on evaluation, particularly study of the empirical analysis on the provinces and the national is rarely. In order to arrange energy-saving and emissions-reduction better, achieve the strategic target for energy-saving and emission-reduction, improve production environments, make comprehensive use of resources and develop circular economy, the establishment of a comprehensive and perfect evaluation system of province-wide energy-saving and emission-reduction is of great significance both to the region and the country. This thesis attempts to build up a set of 19 indicators specific indicators system, can basically achieve targets for the quantitative evaluation of province-wide energy-saving and emission-reduction.

Abstract: In this paper, according to the principles of representative and pertinence, comparability and measurable, independence and so forth, the index system of water environment capacity promotion in Jilin Province is established based on ways of structure, engineering and supervision, which consist of 1 target layer, 3 primary criterion layers, 6 secondary criterion layers and 16 concrete index layers, taking into account need of water environmental pollution control management and concept of environmental pollutant reduction, in order to provide reference for local water administration.

Abstract: The objective of this article is to apply an ecological indicator screening method, which is the Comprehensive Method for Water Ecological Index Screening (CMWEIS). CMWEIS is based on the Principal Component Analysis (PCA) and the Delphi Method (DM, a kind of expert investigation method). Not only the objective factors but also the subjective factors are considered. Using CMWEIS, the ecological indicators were sorted in the range of Liao River basin. 25 ecological indexes, 2 years’ observed data of the main stream of Liao River were considered. Ten specialists were invited to answer the designed questionnaires. After 5 times of screening, the score of each ecological index was provided and 11 indexes were selected. CMWEIS considered both the objective characters of the indicators and the subjective adjustment of the specialists. So the indexes selected by WEIDSM could reflect the ecological status well and truly. The model was programmed and all the statistical calculations were done by the computer. It could be expected that WEIDSM could give the sequence of ecological indicators quickly, so as to make ecological monitoring or evaluating more effectively.

Abstract: Research on evaluation for steganalysis based on image lags back the development of Information Hiding which will hinder the development of it. The evaluation system for steganalysis based on image which includes index system, testing system and comprehensive testing system is proposed. The common steganalysis tools are evaluated using the system, whose feasibility is proved both in theory and experiment.

Abstract: The effect evaluation of video surveillance system is important for the effect of expected protection on the system. A comprehensive effect evaluation index system of video surveillance system is established. The Principal Component Analysis (PCA) method is applied on the established index system to obtain a new evaluation index system. It is proved in instances that the effect evaluation method of video surveillance system with the application of the index system is capable of evaluating the video surveillance system effectively and quantitatively. The protective effect of the video surveillance system is evaluated objectively on the basis of the new index system with the PCA.

Abstract: Sustainable management means the operation and construction of coastal shelterbelt, Sustainable management for the establishment of the index system is the premise of sustainable management of coastal protection forest management research. This paper, based on Fujian Coastal Shelterbelt management practice and using the AHP and expert investigation method, gives a description on coastal shelterbelt sustainable management index system which contains 26 indicators at 4 levels and 12 variables. Then the current condition of Fujian coastal shelterbelt sustainable management has been evaluated with the index system. The result shows that the comprehensive index is 0.7896. The tendency of the sustainable management is basically sustainable. The key factors of coastal shelterbelt sustainable management are found according to the evaluation. Those factors include protective maturity, the forest coverage rate, the proportion of area of nature reserves, the volume per unit area, the area of forest types by age class division and ratios of coastal shelterbelt and so on.
