Abstract: The Enna Province is characterized by a low degree of economic, infrastructural and industrial development. Its hilly territory is a fair combination of many different and integrated landscapes. These conditions suggest the possibility of a sustainable development pattern in which the slow mobility, because of the low level of land infrastructures, can become one of the most important network for the land-value communication.The study applies an axiological approach, useful for the subsequent land planning practice, including a qualitative valuation model and an interactive multi-criteria tool combining Web-GIS and DRSA (Dominance Rough Set Approach) patterns.The valuation model is based on an axiological square in which four kinds of appreciation are taken into account. A WBS pattern explains in detail each appreciation, so that every piece of the green-web can be characterized and assessed within a general framework oriented to provide the aggregate value of the path to which they relate.The DRSA tool is used to generate the preferences structure of the target segments users. It is used as basis for extracting and the processing data. It allows to identify the preferences structure to support the WebGIS tools to generate the green way that best meet the user’s preferences.

Abstract: The basic principle of coordination between overall urban planning and land utilization planning includes four factors, scientific development, regional development, environmental Protection and farmland Protection. Coordination countermeasures of overall urban planning and land utilization planning is put forward in two aspects, planning legal system and management system. Formulating Regional Planning Law and Emphasizing the Legal Status of Regional Planning are good measures in planning legal system. Reinforcing communication and cooperation between each department and establishing planning committee is a good approach in solving the current coordination of the two planning.

Abstract: This paper researches on the territorial system of urban and rural integration to provide reference resources for solving urban-rural dual economy and society structure and land-use management. Methods of documentary data and theory are applied. The result of study indicates that: (1) build up five-level territorial planning at national, province, district, county and regional level to strategically arrange land-use; (2) build up line planning of various types of land to manage scientifically and efficiently; (3) compile land reclamation planning at town-level, village planning to enrich land use detailed planning and promote operation of available; (4) form long-term territorial planning, five-year line planning and annual land use program. The conclusion of this paper shows that: (1) modify urban-rural planning law to unify the planning law provisions; (2) establish planning management committee to unify management of urban-rural territorial; (3) work out unified basic map and standard land classification to unify technical standard system; (4) improve the degree of public participation at different planning stage; (5) implement planning qualification management and industry access system and strengthen planning implementation and modification supervision management.

Abstract: With the rapid development of urbanization and industrialization in China, whether the abandoned industrial land can be reused has become the focus of land planning. So soil environmental quality assessment on the abandoned land is necessary. In this paper, the land of a discarded chemical plant in Chongqing, China was chosen as the study object. The concentrations of heavy metal were studied. Single Factor Pollution Index (SFPI) and Integral Pollution Index (IPI) were applied to assess the degree of soil pollution. The results revealed that the abandoned industrial soil in this work was slight polluted and could only be planned for the 2nd type of land utilization, including green land, commercial land, public facilities land, etc.
