Abstract: On basis of the need of measurement, this paper is dedicated to build the IntelliJ IDEA + Oracle based metering management information system mainly in computing process. According to the needs of the business, we designed the multiple functional modules, gave the system architecture, develop platform and the database design strategy and completed the overall design of the system. Meanwhile we also made the profound discussion on some key technologies in the metrology management system. The research and design of the system thoroughly transforming the existing operation and service mode, fundamentally realize enhancing the scientific and technological content of department of metrology by means of computer science and promote the management standardization and efficiency of measurement work

Abstract: This paper regards combinatorial techniques for electronic engineering design based on the mathematical apparatus of Non Redundant Scales theory (NRS theory).Combinatorial techniques is known to be of widespread applicability, and has been extremely effective when applied to the problem of finding the optimum ordered arrangement of structural elements in spatially or temporally distributed systems with non-uniform structure (e.g. line gages) with respect to resolving ability. These design techniques make it possible to configure electronic devices or systems with fever elements than at present, while maintaining on resolving ability and positioning precision. The NRS theory can be used to finding optimal design for wide classes of technological problems in measurement and radio electronic engineering based on combinatorial techniques.

Abstract: Several conventional steady-state measuring methods of material coefficient of thermal conductivity was systemically compared and discussed. The limitations and shortcomings of the infinite flat layer method, the infinitely long cylinder method and the concentric spherical shell layer method were pointed out. A new method for measuring the material coefficient of thermal conductivity, standard sample method, was proposed. The measure principle, the preparation of standard sample, the measure process and the obtainment of the result were presented. The advantages and applicability of the standard sample method to measure coefficient of thermal conductivity were evaluated.

Abstract: Autonomous aerial refueling (AAR) can improve the long-distance and rapid strike capacities of an unmanned aerial vehicle (UAV) significantly by extending its range as well as loiter time. This paper has mainly studied on the measurement of refueling drogue during the docking phase of the probe-drogue UAV-AAR. Firstly, the monocular vision based drogue detection and recognition method is presented. Secondly, the measuring method of relative position between the drogue and UAV based on the model of camera calibration is researched. Finally, the semi-physical experimental system of drogue spacial location for UAV-AAR during short-range docking phase is constructed. The drogue measuring experiment based on monocular vision is implemented, and the performance of the monocular vision method for drogue measurement and the validity of the experimental scheme are verified.

Abstract: Effective complex permittivity measurements of materials are important in microwave engineering and microwave chemistry. This paper describes a convenient laboratory method designed to obtain the permittivity for some materials. The hole for temperature measurement has been designed. The permittivity of materials at deferent temperature can be measured. The measurement results of the real part and imaginary part of the permittivity agree well with literature data at 2.45GHz.

Abstract: In this paper, we focused on the measurement and demonstration of technology innovation spillovers effects between sections. The forward R&D flux coefficient matrix model and backward R&D flux coefficient matrix model are established based on the input-output model, and then the beneficiary’s effects and contributor’s effects of ten leading industries within the Tangshan City are calculated. In the end, we found that the oil and natural gas industry got the highest score. The result can be used to make better suggestions for management of Tangshan regional innovation system.

Abstract: Recently the fast-growing business of the Internet are Online Social networking services, Online Social networking sites also become the most popular sites. In order to establish future social network which is optimized, and to eventually exploit the user base for commercial purposes, in-depth understanding the social characteristic of these networks is important. In this paper, we present a large-scale measurement study and analysis on the social structure of YouKu. Our results validate the power-law, small-world and clustering coefficient properties, present the correlation and difference among four centrality properties. Finally we discuss the utilization of these structural properties for the commercial purposes.

Abstract: Disparity estimation is a basic analytic method for images and video and is highly used in fields like stereo image coding, video retrieval and stereo image segmentation. This paper proposes a new disparity estimation method. In this paper, the superiority of the multi-block matching is analyzed. The new method based on the idea of block matching constructs a multi-block matching algorithm, thereby improving matching accuracy especially in the disparity discontinuous regions. A adaptive window method based on edge detect is proposed to select the best window.The experimental results based on the Middlebury stereo datasets demonstrate that our method can achieve a better performance.
