Abstract: This paper points out that the strategy-oriented management process system of local Party and government leaders’ environmental–protection performances is composed of six parts, i.e., the design of local government strategies, de-composition of strategic targets, development of the plans for local Party and government leaders’ environmental–protection performances, environmental performances tutorship and implementation, performance evaluation and the application of the evaluation results; analyzes the dynamic circular relations between the four vital links of the strategy-oriented management process system of local Party and government leaders’ environmental–protection performances; compares the differences between the strategy-oriented performance management process sys-tem and the traditional performance management process system. The conclusion obtained in this paper is of certain directive significance to building the management process system of local Party and government leaders’ environmental performances.

Abstract: In machining process, the machining systems are usually described by the stable theoretical model. However, there are still various process errors existed. To recognize, compensate and eliminate the errors, a method of process system error tracing based on PSO is proposed to explore the errors existing in the machining process. The determined theoretical model is defined and actual measurement data samples are used to find the optimal solution, get the deviation value of each error sources. Finally, the process system error tracing of the Arc Cam is taken as an example to prove the stability and validity of proposed method.

Abstract: Thermal performance calculation is the core task of designing power station boiler. By abstracting generalized components and generalized fluid nodes, and defining the process unit and process section at the logic level, the universal physical model of boiler was built in a particular form of flowsheet. Meanwhile, a sequential modular approach was proposed as the main algorithm for boiler thermal calculation based on process system steady-state simulation theory. Two key problems in the algorithm, i.e., module calculations and the logics of calling the modules calculations were explained. Finally, a practically developed system BESS, which has excellent flexibility and extensibility was presented. It turns out that the model and algorithm can be successfully employed in developing the general-purpose software for boiler thermal calculation.

Abstract: Based on the System Engineering theory, the main factors that lead to the vibration in high-speed cutting were presented, which were the structure of the high-speed machine tool, the component of the tool system, the characters of the workpiece material, the choosing of the cutting parameters and the machining environment conditions. The forming mechanism of the vibration in high-speed machining was discussed, according to the characters of controlling each part of the high-speed machining system. The main controlling strategy and improving paths of the active vibration control in high-speed machining were brought forward.

Abstract: The definition of process system reliability was provided. The study focused on the process reliability model with the quality parameter as index. Taking into account the effect of error propagation in working procedures on the whole process, it proposed the calculating methods of working procedures and process system reliability, which can effectively evaluate the ability of process subsystem in fulfilling design requirement.
