Abstract: This paper investigated to what extend risk analyses may play its role in the development of feasibility study of Riau regional water supply projects (regional SPAM). This SPAM services coverage area may cover 4 (four) regions in Riau province such as; Rokan Hulu regency, Rokan Hilir, Bengkalis and Dumai. The capacity of this SPAM is 500 l/second. Total financing required for development of this SPAM was approximately Rp. 344 billion. Project finance will be obtained from budget sharing scheme from APBN (Rp. 140 billion or 41%), APBD (Rp. 62 billion or 18%), and the private sector (Rp. 141 billion or 41%). Three stages of risk analyses have been applied in this paper, such as; (i) risk identification, (ii) risk assessment, and (iii) risk mitigation. Based on the simulation result, it was identified that the initial project NPV was in the rage of-Rp. 6.68 billion up to Rp. 18.01 billion. The mean value of the projected NPV was Rp. 6.27 billion. This project is considered to be risky to proceed, as there is 90% probability the projected NPV < Rp. 0. After risk mitigation procedure will be applied, there is a mean value of the project NPV is Rp. 9.9 billion (increase by 30% from the initial NPV). Four significant risk variables affected NPV performance are identified as follow; (i) engineering cost for constructing water treatment plant and facilities, (ii) cost of pipelines installation and accessories, (ii) electricity costs, and (iv) chemical cost expenditure. A reduction of technical uncertainties including design changes; redundant of engineering risk costs, introduction of energy efficient technology during project operation may reduce electricity and chemical costs. Hence, based on the simulation results, it is confirmed that, the risk analyses procedure may improve regional SPAM regional technical and economy performances (e.i. NPV parameters).

And then through the proper interpretation, we shall provide theoretical support for the further development of the regional architectural creation with Chinese characteristics to explore the methods of architectural creation with Chinese characteristics.

Abstract: The accuracy of wind power forecast is important to the power system operation. A new prediction model is proposed based on cloud reasoning and wind rate vector , combining with the current and the historical change rule of wind speed, using the change rule of wind speed in a period of time to forecast the power gradient in a point-in-time, The wind turbine power prediction is discussed based on power gradient and power eigenvalue. Simulation results on the case study of historical wind speed and generated power data in some area in China demonstrate that the proposed methodology can improve the accuracy of wind speed forecast and has practical value, especially for the wind turning point.

Abstract: Because studies of traditional regional creations neglected the main role and value of human, ignored daily goods for the service of ordinary people and the relevance with the nonmaterial culture resources such as folk literature, folk rituals, folk beliefs, regional design has turned into the imitating, patching and borrowing from traditional forms, styles and prototypes, and ultimately become an over-elaborated decorative display, and gone further and further away from the essence of life. Therefore, reconstruction of both the implicit and explicit knowledge systems of the regional cultural resources becomes necessary for the purpose of finding out the deep value of regional cultural creations. We should explore deep into the relationship system involving people, matter, place, time and meaning through events of culture and life to activate the value and meaning value of traditional regional creations in contemporary life and in accordance with the sense of belonging in cultures.

Abstract: Energy is the foundation of modern social economy, and energy efficiency is an important issue that various countries concerned. By using the Data Envelope Analysis (DEA) method, we studied Chinas regional energy consumption and treatment situation of waste water and air pollution. So we can draw the conclusion that energy efficiency is generally good in the South China, the Northeast and the Northwest, which energy efficiency risk is low. But the efficiency is low in the North China and the East China. At the same time, the returns to scale of energy are decreasing in the North China, the East China, the Central China and the Southwest, so they should reduce the consumption of energy and enhance the treatment of waste water and air pollution, in order to reduce the Chinas regional energy efficiency risk.

Abstract: The significance of the regional expression for space design in commercial pedestrian street was described. Problems including planning and design, space characteristics, environmental facilities, transport planning and space layout were analyzed. Finally, regional expression strategy of space design are put forward, that include the expression of regional culture of cities, identified space, composite space form and perfect transportation planning.
