Abstract: The principal route of success in construction is, according to most experts, economic competitiveness, and the main conditions are: the correct management of cost and quality of construction works and services in the competitive market. Analysis Method and Value Engineering allow the development of competitiveness (efficiency) construction firms in a meaningful, durable and this in an economic environment more complex and evolving. The proposed methodology seeks to solve these problems and give a reply in this regard and create the possibility of reducing the price of construction.

Abstract: With the energy crisis being ever increasingly serious, energy-saving buildings have become a breakthrough for the development of the construction industry. Firstly, this article analyzes the current status of building energy saving in mainland China, and elaborates the necessity of building energy saving in the viewpoint of the entire lifecycle cost by using the value engineering principle. Secondly, this article analyzes the incremental cost of energy-saving buildings and describes the components of the incremental cost. Thirdly, this article analyzes in detail the impact of the incremental cost in the construction phase of buildings by illustrating examples. Finally, this article lists measures and suggestions for cost management to achieve the optimal economic benefits for the entire lifecycle with a minimum incremental cost in the construction phase, resulting in smooth development of energy saving buildings.

Abstract: The promotion and implementation of green public building make important significance for constructing resource saving and environment friendly society in China. The paper analyzes the connotation of value engineering and green public building, demonstrates the necessity of the theory of value engineering application in green public building investment in the decision-making, and the application process are analyzed, especially adopts the environmental benefit , personal benefits and social efficacy as objective function of green public building. The Analytic Hierarchy Process and fussy evaluation are used to quantify the function indexes. Finally investment decisions of green public building are proposed based on value engineering.

Abstract: Chongqing Fuling Fifth landslide is a large landslide along the layers of rock. It has the following characteristics such as high sliding speed, serious damage and other characteristics. Based on landslide characteristics and governance requirements, we set three governance programs. Considering the function and cost, we use DARE method for value engineering analysis. The analysts believe that an optimum solution can be given priority, and the program has also been recommended by the review panel members unanimously approved. Upon completion of the large program selection, we further analyzed the principle of value for the selected program to optimize the sub-projects, which achieved good economic and social benefits of cost-effectiveness.

To choose and buy targeted budget software in a college construction cost major can help lay a solid foundation for the students before work. Considering the current situation of budget software of the universities cost major in western areas of Chongqing, we can select the cost-effective budget software through the determination of functional evaluation coefficient, cost coefficient and value coefficient by introducing value engineering.

Abstract: Cost control is an important measure to improve economic benefit of enterprises, while the theory of value engineering (VE) is the best method to coordinate improving product performance with reducing the cost of production. It realizes the improvement of the value of product and economic benefit, and achieving the purpose of optimizing the cost structure. The theory of value engineering is innovatively applied to the study of cost control of the marine diesel, the function analysis system technique graphical method (FAST) is used to analyze the function of the marine diesel to screen out 16 key components which are the research elements of Value Engineer. The comprehensivefunction proportion analysis and cost analysis method are used to analyze their value and determine the components which need to be improved. At last, this paper gives out the enforceable improving scheme.

Abstract: Exploration of low carbon city planning is the key to achieve sustainable development, which also has important meaning for the construction of energy-saving society. The value engineering theory was introduced into low carbon urban planning in this work, with the analysis method of three steps proposed. Firstly, sort out the planning index system and determine the key parameters. Secondly, quantify the value coefficient of each parameter by the expert scoring method. Lastly, get the highest priority value coefficient to achieve the purpose of carbon effect with lowest cost. Through illustrating the principle of the method by an example, the actual meaning of low carbon city planning using value engineering theory was proved effective.
