Abstract: Defining the concepts of Web2.0 and government portal, applying SWOT analysis, the internal and external conditions to optimize China's government portal are analyzed. Meanwhile based on the practical conditions of China's government portal, the array of development strategies including SO, WO, ST and WT strategies is worked out.With the development of science and technology, humanity entered a new importance to the people text to a user-centric government portal in Web2.0 era of e-government construction in the growing concern, for a variety of theoretical and practical research focus of government building portals help the government build a good image of the tree, raise the prestige and promote open government and clean and efficient, reduce administrative costs and improve the effectiveness of government services and therefore, how to face the opportunities and challenges brought by the government portal optimized properly handle its advantages and the relationship between disadvantage of building a service-oriented government has great practical significance.

Abstract: With the rise of mobile internet applications and popularity of smartphones and tablet PC, more and more applications tend to support multi-platform access. Open and autonomous learning system is a multi-user application system which is applicable for different types of terminals. This article is based on html5 technology, integrates the current popular frameworks and builds service-oriented architecture of open and autonomous learning system. With Web Development Technology curriculum group for the case, it designs a development schema of the learning system and solves the key technical problems in system realization. This scheme can realize development and deployment once, and run in multiple terminal platform.

Abstract: Welding equipment and other components included in the robotized or automated welding station are now usually equipped with advanced control. It not only enables effective exchange of the information between components of the system, but also allows to implement a very efficient hardware and software diagnostic tools, which is not commonly utilized, especially in smaller installations. The use of communication controllers and devices connected to the global network shall enable the realization of such monitoring in remote mode and with the use of modern ICT solutions the effectiveness of such monitoring will be greatly increased. Device operators and technologists will gain the ability to monitor remotely the status of these devices as well as the processes even in the real time [. This article presents a practical solution of implementing remote monitoring to the welding installation with the use of WEB2.0 services.

Abstract: As the shortcomings of traditional Web mode’s real-time systems, such as bad user experience, high delay and low response, this paper studies Ajax technology and Web mode, using the technology combining with Web2.0 and Comet to make the on-board emergency communication system faster and more flexible. The composition of the system’s hardware and software are designed and implemented in this paper. The experiment shows that using Web2.0 technology can provide good flexibility, scalability, flicker-free, quick response and high real-time quality, when it adapts to the basic function of the emergency communication system.

Abstract: In recent years, the usage pattern of the Web has been undergoing dramatic changes. The traditional definition of the Web, “a system of interlinked hyper-text documents”, can no longer describe the situation accurately today. Instead, users want to interact with Web resources and even want to create their own Web resources that can interact with others. This is what we call “Web 2.0”, a new Web that is both read-able and write-able. However, considering Web-based services around us: the calendar services, the traveling services, and the messaging services, etc., one can draw a conclusion that what Web users nowadays expect from the Web are not only contents and interactions but also services. To meet this expectation, a read/write/execute-able Web is demanded. In this paper, new technologies for building such a Web are proposed. A virtual browsing environment is employed to transform existing Web resources into executable services. Furthermore, an HTML-to-XML annotation/transformation technology is integrated into the virtual browsing environment to form the data model part. With these technologies, the Web will be transformed into “a system of interlinked services.”
