Abstract: Based on detailed analysis of the risk of bulk chemical tanker transportation, a societal risk acceptance criterion is established. The criterion takes advantage of formal safety assessment (FSA) methodology, which is widely used to analyze risk in maritime industry. In the end of this paper, the negligible range, the ALARP range and the intolerable range of bulk chemical tanker in China are estimated in the criterion.

Abstract: The coal-dominated energy structure in China will not be changed for a long period of time due to the resource situation. The Chinese government officially released the first "Coal Industry Policy” on November 29, 2007, which made it clear that 13 large coal bases would be constructed in China, and circular economy and resource comprehensive utilization would be priority developed. Therefore, environmental protection guide for developing circular economy in energy (coal) chemical industry base should be established to ensure the development of circular economy, protect the consumption of resource and energy, reduce emission of pollutants, and guide the development of energy (coal) chemical industry base. Based on the results of the present study, the article describes the methodology, framework, technical infrastructure and basic content of the “Environmental Protection Guide for Developing Circular Economy in Energy (coal) Chemical Industry Base”.

Abstract: According to the chemical industrial parks current development trend in China, the fire risks, fire safety situations and the existing problems of petrochemical parks have been widely surveyed. And the main basic contents of chemical industrial parks fire safety planning are described in the paper. Through the researches on fire safety planning of chemical industry park and its evaluation system, based on the security planning of the chemical park, the fire safety planning methods and planning procedure to improve the petrochemical industrial park fire prevention levels are proposed on the basis of fire risk analysis.

Abstract: The supervision system of hazardous chemical based on the WEBGIS technology is constructed, which displays the reality of the situation and simulates the accident consequence of security risks ( including major risk sources ) to the user in the form of map, realizes the registration of hazardous chemicals, enterprise qualification examination, administrative licensing of hazardous chemical construction projects, and investigation and rectification of the potential safety hazard in hazardous chemicals enterprise as well as management and supervision in other related business process through information means, and improves the ability of supervision and emergency rescue in chemical safety production. It has an important significance to prevent and control the major hazard. This paper introduces the supervision system of hazardous chemicals and the structure, database design, and system application of the supervision system.

Abstract: 1,3-Butadiene is a chemical that is extremely flammable and toxic. Therefore, in this study, airborne quantity of 1, 3-butadiene was determined by the chemical exposure index (CEI) and local meteorological data were used for consequence analyzing. Furthermore, heavy gas model was used for the modeling of 1,3-butadiene vapor cloud dispersion using the Areal Locations of Hazardous Atmospheres (ALOHA) software, and threat zone in different stability classes was determined.
