The problem of phonon transport in crystals with heavy defects was studied. Two anomalies were found. A non-trivial concentration dependence of the phonon diffusion coefficient was found near to a quasi-local mode and was attributed to the dwell effect. The predictions could be checked by direct measurement of the phonon diffusion coefficient in a suitable system. Thus, the model was adequate for treating a H crystal, that was diluted by Ne heavy atoms, if the Ne concentration exceeded 0.01.
