An examination was made, in the mean-field approximation, of phase transitions in an elasto-isotropic cubic ferroelectric crystal containing randomly distributed ring dislocations. It was found that a transition to a dipole-glass phase with chaotic spontaneous unit-cell dipole moments, and characterized by the Edwards-Anderson non-local parameter, preceded the transition to the ferroelectric phase.
