A system of self-consistent field equations was formulated for an ensemble of continuously distributed screw dislocations. A rapid relaxation of dislocation charges, due to elastic interaction of the dislocations, led to diffusive ensemble dynamics. The conditions for the development of an instability in the homogeneous state were determined. Self-organization of the dislocations, and their spatial ordering, were described for the 2-dimensional case.
