A model was proposed for the evolution of plastic deformation and flow localization in irradiated materials. The model took account of the dislocation distribution function dependence upon the dislocation velocity in an ensemble. It was shown that the fraction of dislocations which overcame radiation defects at high velocity in the dynamic regime increased with increasing radiation hardening.
