Modelling and simulations were used to explain the diffraction patterns of O-deficient Ti-doped WO3 thin films. A lack of 2-dimensional and 3-dimensional correlations which was observed in the structure was attributed to a random spacing, between {103} planes, which maintained the defect density of the WO2.9 ordered structure. The phase could be regarded as being an intermediate case between the crystalline and amorphous WO3 phases, due to freezing of the in-plane rotational degree of freedom of the [WO6]6- structural unit.
