So far understanding whether an accordant problem of affection of the porosity and the damage on Damage Effective Function of damaged materials is still un-clarity [7,8].
In practice, however, the most of engineering materials are micro-fractured.
In order to express the kinetic behaviors of porosity and permeability, a material property evolution model has to be developed for investigation of damage growth behaviors of engineering materials.

Experiments Synthesis of the TlBr material in this paper was carried out by chemical precipitation using TlNO3 and hydrobromic acid as starting materials.
After that, the TlBr material was re-crystallized in pure water under hydrothermal conditions, as described in reference [4].
Firstly, TlBr material was loaded in a quartz ampoule.

Introduction As is known to all, size effect is the basic characteristics of concrete material.
Therefore, the modified concrete strength on the one hand not low estimate the bearing capacity of small size specimen and avoid the waste of materials, on the other hand also won’t high speculate the bearing capacity of large size specimen and guarantee the safety of the structure.
