Abstract: By analyzing the current situation of public project construction program evaluation study, for the public projects characteristics, establish of comprehensive evaluation index system., use AHP and DEA method to establish the evaluation model, and use DEAP software to calculate indicator data, in order to achieve an objective evaluation of public project construction program. Combined with the instance to prove the feasibility of the method, aims to provide a scientific and effective method on Construction Program Evaluation of Public project.

Abstract: The measurement of the container port throughput and efficiency of China and 5 West African ports was the objective of this study. The DEA model, which is a non-parametric methodology, was applied to a number of inputs of port production and a single output. The results show that although China’s ports are the largest in terms of throughput and size, they are relatively inefficient due to over-capacity. In West Africa, it was revealed that the Tema port in Ghana was the most efficient although it displayed some operational inefficiencies with the Cotonou port in Benin been the least efficient. The results will therefore, add value to future port planning and management and performance ratings.

Abstract: The investment of financial education funds in China is generally orientated for the scale and the growth speed, which ignores the efficiency and benefit of investment. It has caused some schools to expand blindly, ignoring the education quality and efficiency, and result in resource allocation is not reasonable, serious loss of waste. With the compulsory education is extensively spreaded, the higher education scale expands unceasingly and go into the popularization stage of development which results in the contradiction between supply and demand of funds more obvious. It is inevitable to reform the education investment mechanism in order to improve the efficiency and benefit. By the guidance of new public management theory, the results-oriented performance budgeting, which aims to improving the effectiveness of public expenditure and government efficiency, has begun to apply to the financial education expenditure areas and has made great achievements. This article China's fiscal expenditure on education the analysis of the performance evaluation index system, and USES the data envelopment analysis (DEA) method will be applied to the performance evaluation system for the fiscal expenditure on education in hei long jiang province.

Abstract: This paper develops measures, based on the Malmquist productivity index, that enables the decision making units internal efficiencies from those associated with their group characteristics. It has been assumed that the levels of inputs and outputs are not known exactly. The analysis involves the construction of an index reflecting the relative performance of example, which can be decomposed into an index for the comparison of efficiency change index and an index for comparison of technological change index. We provide a computational method for extension the Malmquist index group A relation to group B interval data. The utilization of the proposed approach is demonstrated with an illustrative example.

Abstract: For the existing problems in the design of mechanical products, based on the theory of fuzzy mathematics, the paper constructs fuzzy comprehensive evaluation model to comprehensively evaluate the existing problems. Then, by the obtained results, the model has a high degree of subjectivity. So, the paper combines data envelopment analysis with fuzzy comprehensive evaluation model, and establishes evaluation model of fuzzy data envelopment analysis. Ultimately, the paper improves the reliable and scientific evaluation model.

Abstract: The growing concern in the negative effects of fossil fuels on the environment and the heavy dependency on fossil fuels imports has forced many countries to use renewable energy sources. The Kyoto Protocol and the EU policies are examples of political goals fostering the use of these green sources. In this paper the efficiency of photovoltaic technology is evaluated with Data Envelopment Analysis in Italy considering installed power capacity, solar irradiation, investment and operating costs as inputs and energy intensity and the CO2 avoided as outputs; the more and the less efficient region is selected and an accurate analysis of the obtained resultsis outlined. The policy implications of the obtained results conclude the paper.

Abstract: DEA (Data Envelopment Analysis), Charnes has been published since 1978, due to the method of the correct value of properties in recent years have taken full advantage in the corporate performance assessment. In this study, each road maintenance units in Taiwan is to be a Decision Making Unit, the last two years of each DMU manpower, equipment number, maintenance expenses, etc., as input data, and score above the level units as output data, to analyze the performance of road maintenance authority, then proposed suggestions for improvement to the less efficient units, it can be a reference for follow-up work to enhance the efficiency of the road to the maintenance unit.

Abstract: Green degree evaluation is one of the key problems to Green Construction Supply Chain (GCSC) Management. The influential factors of GCSC green degree can be analyzed from resource saving, pollution reduction and economic aspects. And the basic evaluative indexes of GCSC are discussed. Then, a GCSC evaluation model is proposed based on Data Envelopment Analysis (DEA). The application case shows the feasibility of the method for GCSC evaluation.

Abstract: This paper selects YMK-DEA and C2GS2-ISS models for the evaluation of performance of complex information systems. Referring the balanced scorecard, evaluation indexes for IS performance are presented from four perspectives, including finance, customer, internal processes and learning and growth. Taking the information systems from 30 steel sale enterprises as examples, this paper uses YMK-DEA and C2GS2-ISS models to evaluate IS performance from the angles of both technical efficiency and scale efficiency, and compares the results with those from C2R and C2GS2 models. Finally, some suggestions for IS improvement are given.

Abstract: This paper estimates the eco-efficiency of farming activity at a provincial scale in China based on Data Envelopment Analysis model. The results show that provinces in central area presented relatively lower eco-efficiency, the western provinces are higher eco-efficient, while provinces in eastern provinces are low or high eco-efficiency. It also indicates that provinces with higher crop production usually have lower eco-efficiency, which proves that Chinese crop production deeply depends on resource input.
