Abstract: Firstly, this article induces out the theme of reforming the energy-saving of campus buildings through the current situation about huge energy consumption from campus construction. Secondly, taking the buildings of Shantou University’s “Engineering Institute, CDIO innovation center” as an example and combining BIM(Building Information Modeling) with green building come up with every green reform strategy we will use to reach the purpose that changing the current building into a kind of better building which is water-saving, electricity-saving, ventilation and heat protection. Finally, we will make a conclusion that combining BIM with green building is a good way to make a feasible design for guide construction.

Abstract: This paper examines the various reforms carried out in the Nigerian power sector between the year 1999 and 2007 and its impact on the life of the average citizens. Efforts were made to review relevant literatures, questionnaires were administered and forty-nine responses were received and the result was analyzed through the use of simple percentages and correlation coefficient. The correlation coefficient method, r (the product moment of the correlation was negative and of magnitude -1, implying a perfect correlation in the negative direction (deregulations and reforms are not improving the power sector of Nigeria yet). The research hypothesis, HR, stated that the deregulation and reforms did not evidently improve the power sector. It was recommended that the government should continue the rehabilitation of the various power systems in a guided manner to allow a core Nigerian investor, consider alternative sources of energy like solar, tide, biomass, wind.

Abstract: This article analysis the relationship between BBD inlet and outlet tube mill separator blockage and the boiler's safety-economy, finds out the cause of the separator blockage, puts forward the corresponding reform scheme, then the retrofit scheme after implementing separator blockage problem.

Abstract: China has carried out its reform since 1978. With economic booming, reform in political system followed behind so that three dignitary interests groups have formed: monopolistic entrepreneurs of state-owned companies, bigwig capitalists and bureaucratic corrupters. They are the biggest beneficiary under such a political system and they are also the original cause of social injustice and conflicts. In order to preserve their existing right, they spare no efforts to support current privileged system. They are opposed to the political reform by disturb legislation system and law enforcement. How to break the obstacles from dignitary group and achieve the goal of political reform is one of the most difficult challenges in China.

Abstract: Engineering mechanics is the study of relevant materials and its application in the motion law of the macro science. The project puts forward questions to mechanics, and the mechanics research results improve the engineering design thought. The main teaching purpose of mechanics course is to cultivate students' scientific thinking methods, and training students' innovation ability in scientific research and engineering application. In order to keep up with the trend of the times, we propose new ideas of three-dimensional teaching model in the engineering mechanics teaching via exploring actively the reforms of the teaching content and teaching method.

Abstract: The course of Electronics in Electrical Engineering is a basic course for marine engineering majors. In the teaching process, on the basis of Oceangoing Seafarers Competency Test program, the activeness of students is aroused and the efficiency is increased through adjusting the relevant contents, highlighting the key points, and combining theory with practice. In addition, in reference to the comprehensive and the abstract contents, some good teaching patterns are put forward to reform the traditional pattern.

Abstract: In recent years, Chinese higher vocational education reform has made great achievements. However, physical education reform, as one part of the higher vocational education, lags far behind other curriculum reforms. Along with the rapid development of higher vocational education in our country, the number of higher vocational colleges has become larger than that of undergraduate colleges. But, quite a few higher vocational colleges are upgraded from secondary vocational schools. Although they still belong to the institutions of the higher learning, the educational ideas and positioning of them are totally different from those of undergraduate colleges. So the teaching reform of physical education must change based on the new situation of higher vocational physical education teaching environments. Through the analysis about the present situation of higher vocational colleges, the author puts forward the idea and thoughts of education reform as below.

Abstract: Interoperability is a key issue in implementing an e-Government system. Grid Computing based service for interoperability (e-Gov Grid Computing) could be a solution for resource sharing and interoperability of e-Gov systems. The main objective of this paper is to develop an e-Gov Grid Computing Model through e-Gov policy in Bangladesh in order to ensure good governance. The necessary reformation which are required for implementation of ICT Grid Computing system for e-Government are administrative reform for governmental and non-governmental organizations for ensuring transparency and accountability, economic and financial systems reform, politics and political parties reform, planning and policy reform, judicial reform, reform in organizations engaged in ensuring law and order.

Abstract: Water tariff increase has been suggested as part of the water services industry reform agenda in Malaysia. This study explores the issue on Malaysian households’ willingness to pay (WTP) for a promised improved domestic water quality and services. Descriptive analysis on data from 262 household’s paid water users, the study found that majority of Malaysian household’s WTP to be at the less than RM5; these consist of those who live in rural and suburban areas (not urban), those within all income categories (except for those earning between RM6001-RM9000), and those with education level less than Master and above degree. The findings indicate the importance of socio-economic factor to be considered by SPAN and water services providers in any plans to increase water tariff.
