Abstract: Heilongjiang, as the nation’s major commodity food base and major food production province, has been among the front rank of nation’s food output. The paper constructs the coordination index to judge the coordination between food production and farmers’ income with reference to the comparative advantage theory. Finally, the paper gets the conclusion that Heilongjiang is the most unbalance provinces of whole China. If want to change the situation, Heilongjiang governments should improve farmers’ income growth.

Abstract: The AGC (Automatic Generation Control) bring external effect for other units, power companies, users and society with its externality. Unreasonable compensation will undermine the enthusiasm of AGC units. At the same time, AGC has a supply-side attributes of common resources, and it may have a "free rider" behavior in four dimensions of capacity, quality, cost and price. According to two exclusive ideas of compensating external benefits for AS and increasing the cost of exclusion, it builds evaluation indexes system and sets up the basic model for compensation mechanism of AGC, then taking an example to analysis in which it reflects the narrowing gap among units’ profit and the recovery of units’ marginal social cost.

Abstract: In order to understand the impact of reservoirs to water resource value more scientifically and rationally, and based on expatiating the study of water resource value theory, this paper reveals the mechanism of regulating reservoir changing water resource value, by some physical theory such as momentum and kinetic energy theory, as well as resource scarcity theory. It is that the reservoirs transfer the relative control pivot’s labor value to the flowing water resources, and change the scarcity value of regulating water resources, by dam working on regulating water resources. The paper provides a scientific basis for regulating reservoir obtaining compensation benefits.

Abstract: Energy-saving generation dispatching is a trial generation dispatching mode in China, reducing energy consumption is the core idea of energy-saving generation dispatching. In this paper, the conception and effect of energy-saving generation dispatching were introduced. The models of energy-saving generation were classified, and some typical models were analysed. Due to the problems brougt about by energy-saving generation dispatching, the modes and economic compensation mechanism were paid attention, this paper analyzes some modes and economic compensation mechanism of energy-saving generation dispatching. Some new problems occured after energy-saving generation dispatching applied were presented and analyzed. Lastly, the development direction of energy-saving generation dispatching is proposed, which lays the foundation for future research.

Abstract: To enforce consistency and reliability of web services composite at run-time, solving exception is to ensure the transaction atomicity anomalies,it is an effective method. This paper proposes a novel mechanism based on directed graph to addressing the problem of exception handling in web services composite. According to execution dependencies and compensation dependencies among tasks in business processes, adopt the approach of directed graph to set up functional model, when exceptions are handled with forward or backward-recovery methods during execution of business processes, the approach can guarantee compensation achieving, and also gives consideration to the problem that there are no compensation services or the cost to achieve compensation,it is too expensive. Simulations prove that when the approach can efficiently guarantee the consistency and reliability of composite services at run-time.

The environmental compensation must be a process that matter and energy transfers from the economic system to the environmental system reciprocally and compensatorily, through the funds providers provide funds, intermediaries take the specific measure for environmental restoration. It will be emphasized that the compensation object should be the environment.
