Abstract: After the 2010-2011 Canterbury earthquakes, much of the Christchurch Central Business District (CBD) was demolished and a new city has emerged in its place. A series of interviews conducted with key professionals involved with the reconstruction, together with data collected from various sources has made it possible to identify some of the drivers that have influenced decisions about the selection of structural material and specific structural systems used. Here, quantitative results obtained from this study are presented, in terms of structural systems, size of building in terms of square foot, as a function of time since the earthquake. The Christchurch rebuilding experience is most significant, providing a unique insight into some of the mechanisms that can dictate structural engineering decisions during the post-earthquake reconstruction of a modern city.

Abstract: The road traffic safety measures decisions plays an increasingly prominent role not only in the road traffic management but also in the development of social economy. Combining the Changhong Road, Xiangyang, Hubei Province road traffic situation, the paper makes the road traffic safety measures decisions by using relational matrix analysis(RMA) and through the expected effect of the application of the RMA, this paper pointes out the practice significance of the application of RMA to the road traffic safety measures decisions.

Abstract: The paper discusses the key issue of decision-making support in the area of exploitation and maintenance of transport telematics equipment and systems. The scope of research studies in the decision-making processes in transport has been characterized. The decision-making processes model has been developed in exploitation of the transport telematics systems along with a description of its basic properties. The conclusion presents a general concept of the decision-making support system in the exploitation of transport telematics systems, its structure, capabilities, and the use of the proposed system.

Abstract: This study puts forward the framework of GIS—Scenario decision method and introduces some methods, ideas, principles and analysis process applied in regional spatial planning. Combining the GIS spatial analysis method with the scenario—planning, simulating and contrasting scenarios for regional key development zones, this study determines regional development strategies. Findings show that the GIS-SCENARIO analysis method can quantitatively analyze factors influencing the spatial distribution more accurately. Considering fully complex real situation and combined with reasonable value judgments, the GIS can provide various factors with a spatial analysis platform to contact and contrast with each other. As a strategic planning approach, it enables decision makers decide relatively reasonably in an uncertain and unpredictable situation and improves rationality in planning.
