Over the past decade, as it has features such as it won't affect the normal use ,it only need to determine the dynamic response of structure and it need not expencive excitation set,the research of Modal Analysis of vibration caused by Ambient Excitation has been a popular subject in recognition system of civil engineering[2].
In this paper, the vane wheel is three-bladed, the operating frequency of wind wheel and 3x operating frequency is the main driving source of resonance, on the basis of engineering experience, the natural frequency of tower should keep away about 10% of the two frequency[4].

The field of civil engineering is one of the greatest consumers of non-renewable natural raw-material (sand, chalk, drinking water) and it doesn’t apply environmentally friendly techniques as it is the case of the production of soil-cement brick [9].
It can be noticed that the soil-cement technique is little known and applied in the field of civil engineering.
