Through the development and utilization can be better to protect the historical and cultural resources of the ground and improve and enhance urban functions in the same time.
2 Status and Problems
2.1 Stages
Not counting the underground cultural relics, since the period of National Government, Nanjing underground space development and utilization has gone through five stages as follows which established the spatial patterns of the urban underground (see Table 1).
2.2 Present Situation
At the end of 2010, the city's underground space, including civil air defense projects, basement, basement, tunnel, underground roads, underground rail transportation, etc., total construction area is about 6.7 million square meters, 1.7 square meters per capita, of which, the main city of 5.25 million square meters and 1.75 square meters per capita.
2.2.1 Regional Distribution

According to the Nanjing urban construction, master plan comprehensive planning and engineering geological conditions, analysis of Nanjing for the development and utilization of resources in the planning period, we can calculate the underground space of the main city of Nanjing resources of 2.4 billion cubic meters, which underground space demands 28 million square meters by 2050. 4 Planning Principles Old Town: Using the underground space of the public land (roads, green spaces, squares, etc.) to supple the lack of ground facilities, combined with the renovation for the city center, subway station, and large public facilities, constructing the underground street, connecting the public space of the surrounding buildings basement.
Getting together the single underground engineering, public space and underground rail transit network, building point, line, planes and network-like underground space structure. 7 Planning Guidance-to Xinjiekou for example 7.1 Regional Function The overall planning of Nanjing,Xinjiekou - Drum Tower area is the municipal center and the center of the metropolitan area, Xinjiekou will base on commerce and business, through the ground and underground space integration, functional complementation, this area will take the part of Nanjing’s commerce and business function. 7.2 Analysis Xinjiekou commercial center existing underground space development and utilization should focus on the ground problems to fill a vacancy.
