Introduction
Carbon fiber composite materials are being, and will be, used in the civil aircraft structures, such as
the Boeing 787.
Although the Brillouin scattering sensors were often used in the field of civil engineering, it was difficult to use the distributed sensors in the aerospace field due to the limit of the spatial resolution, approximately one meter.

Controlled detailed planning elements play a direct control and accommodation role in the land develop, and its impact is mainly reflected on the control of land use property subdivision with compatible range, the intensity control of land use, the control of major public facilities and service facilities, the control of road facilities and the relevance of inside and outside roads, urban feature and environment landscape control, and the engineering pipeline control.
It may cause the strained relations between government and the people when the public interest being mandatory decreased and limit embezzled part of civil rights.
We need to build a power-restrict-power and civil power-balance-government power supervision mechanism with the ruling party, the legislative and judicial organs, political consultative conference, the people and the news medians as main body.
