This article analyses the living environment status of coal urban in northeast of China in two aspects of the industrial building and civil construction, from environmental managing, ecological planning, industrial scaling, government functions, economic development and other several aspects to identify the factors that cause urban environmental pollution and ecological damage which affect the sound development of ecological living environment, sums strategies and controls measures which suit living environment’s sustainable development of coal resource city.
Government must formulate relevant policies to regulate these enterprises, use economic sanctions to make mine environmental behavior linked with its economic interests, draw up corresponding reward system of coal mining enterprises, carry out the management planning and of ecological restoration work actively. 3.3 Prevention of collapse and scientific management The ecological restoration work of coal resources cities would be handled first from technological investment, in order to ensure scientific research works smoothly, we should increase research efforts of collapse governance, such as establishing research institutions like Collapse-and-governance Research Institute and Collapse Engineering Research Institute, establishing collapse monitoring centers and Anti-collapse Building Research Institute.
Such as using the slope of subsidence area for renovation at first, converting loblolly into puddles aquarium, planting or planting crops on the slope, establishing breeding industry, feeding mills, etc., making it complete food chain engineering systems, followed by recovering green planting, rehabilitating grass and implementing ecological restoration in a certain range of living , strengthening plant habitat construction, finally transforming coal gangue into electricity power or milling the grain for brick making which would turn waste into treasure, it can not only utilize the waste but also save energy, greatly reducing the occupation of arable land and mitigating air pollution effectively.

Abstract: A large number of frames damaged due to the poor lateral stiffness in “5.12” earthquake.
This paper analyzed the behavior capability of special-shaped column of the practical engineering structures, meanwhile, obtained N-M curve, Mx-My curve and M-φ of biaxial eccentricity compression based on numerical integration method.The results show that,the failure mode of special section column after reinforcing and rectangular column under the biaxial eccentricity compression are conform,including fail in tension or compression and the limit failure.
