The tests results, accordant with expectation, indicate that the model is qualified for practical engineering applications.
RBF neural network has been widely used in civil engineering field, especially the neural network weight is in a “camera bellows” system where is no clear meaning, therefore, it is especially suitable for complicated impact system with the highway asphalt pavement assessment [2-8].
Based on the test results from the model, its relative error is small, estimated precision satisfies the engineering practical requirement.

Engineering means selection of techniques and material which are generally included design and technical specifications on the basis of strategic decisions and organizational policies of construction projects.
Safety engineering involves a job site analysis of the hazards inherent in the work and making decisions as to measures to be taken to deal effectively with them.
Government laws and regulations, contract and owner requirements also must be considered in developing the safety engineering which will be the guiding document for a safe construction project.
The critical safety engineering factors of construction projects are shown in the Table 2.
