For civil engineering structure, especially for high-rise building with concrete as main material, the change of modal frequency sensitivity to the local damage is very low [2], and modal measurement accuracy cannot be guaranteed, the modal dynamic damage index based on frequency, mode of vibration loss its function and unsuitable for local structural damage detection [3].
