Preface
In the earthquake, structural damage is mainly due to the translational vibration of horizontal component and the torsional vibration of rotational component of the ground motion, so the horizontal seismic action and the torsional effect of earthquake were considered in the engineering design.
However, research shows that the important reasons of construction damage is caused by the vertical component of ground motion, so the role of vertical earthquake must also be considered in engineering design[1].
