In the model, the indexes of highway mileage, grade highway mileage, highway passenger volume, highway passenger turnover, highway freight volume, highway freight turnover, number of civil motor vehicles and number of motor vehicles owned by highway departments are used to be input indexes, and the indexes of GDP, total retail sales of social consumer goods are used to be forward output, the traffic accident numbers and distribution of the traffic noise are used to be the reversal output indexes.
The DEA method has now become an important analytical tool in the field of management science, systems engineering, decision analysis and evaluation of technology.
In the indexes system, the indexes of the highway mileage, grade highway mileage, highway passenger volume, highway passenger turnover, highway freight volume, highway freight turnover, number of civil motor vehicles and number of motor vehicles owned by highway departments are considered as input indexes, the indexes of GDP, total retail sales of social consumer goods, the traffic accident number and distribution of the traffic noise are considered to be the output indexes.

Hydroxyapatite (HA, Ca10(PO4)6(OH)2), the main mineral constituent in bones and teeth, is attracting much attention as a material for artificial bones, scaffolds for tissue engineering, and chromatographic packing because of its high bioactivity, and particular adsorbability for various ions and organic molecules [2] However, the fracture toughnesses of the ceramics are lower than that of human cortical bone, and the mechanical strength of HA is too low to be used in any load-bearing applications[3].
