Abstract: This paper makes a detailed analysis of the four dimensions of influencing factors and composition index, namely, financial return, resource consumption, environment load and external benefit.
The resource consumption expense is refers to the engineering project to end the fund consumption investment sum total which from the idea to completion until the project life the entire process occurs. (1)Construction expense increase The supposition entire project altogether has J kind of building unit, then entire project in life cycle construction expense increase current value for formula(2): (2) And, j is the building unit's type serial number (j=1, 2… J), J has applied the energy conservation technology building unit integer; t is time the j updating equipment year number, T is the building life cycle; △Rjt is the j item conserves energy the money which in the t year implementation equipment's renewal spends much; ic is the datum returns ratio.
