Significance and development status With the development of human society , especially to the 20th century , on the one hand, society put forward new demand to the civil engineering ; On the other hand , in all spheres of society create good conditions for the advance of civil engineering.
Conclusions In recent years, civil engineering in the coastal areas of develop rapidly, the requirement on the foundation is more strict. However, the soil on the coastal areas contains more organic matter which is not conducive to the reaction between cement and soft soil. Therefore, the study of such organic matter sand has important practical significance.

Introduction Sensors based on smart materials and systems have gained considerable importance in structural health monitoring of civil engineering[1,2].
However, materials used in civil engineering, such as concrete, have characteristics that are different from the materials used in mechanical systems.
The sensors and actuators used in smart mechanical systems may not have good compatibility with the civil engineering structures.
In order to develop 1-3 composites as smart materials for the civil engineering applications, cement paste has been used as the passive matrix of the composites because of the acoustic impedance could be adjusted to be compatible with concrete structures[3-6]. 1-3 cement based piezoelectric composites consisting of active piezoelectric rods embedded in a matrix phase, which combine the advantages of both the ceramic and matrix phases, have high electromechanical coupling coefficients, low dielectric and mechanical losses[7,8].

Then a practical central plant warm recycled engineering with RAP ratio 50% was analyzed.
Engineering application on test road 1000m pavement of central plant WRA (50%RAP)was paved in Xingtai section of State Road No.106(G106) in August 2012.
The first pavement of central plant WRA with RAP ratio 50% was successfully constructed whose compactness was over 94% and the results of the test road demonstrated that the application of warm mix asphalt technology in hot recycled pavement engineering not only had broken through the limitations of RAP ratio in central plant hot recycled engineering, but also improved the compaction quality of the recycled pavement.
