The overall design plan of Daqing gas company pipe network information system based on the way of Web is put forward and selecting Windows 2000 Professional as client computing operating system for running the ArcInfo 9.x application program and using other geographic information system software to build the geographic information development platform that gives priority to the ArcGIS of ESRI company.
According to the characteristics of system and combined with the practical work requirements, the overall design of system should obey the following basic principles: practical applicability, the application requirements of users can be satisfied, managed and maintained easily, which becomes a powerful tool which is able to be depended on; advance is the practical guarantee in the future, so the advanced technology, methods and equipments must be used as far as possibly and improve the technique level; safety and reliability, as a large-scale and key information system application [6], which is made up of many professions and departments are involved in practicing, safety and reliability is of vital importance; open and sharing which is the prerequisite and the enough guarantee for Daqing gas company pipe network geographic information system serves other corporate information systems and other network facilities in the city (water supply and drainage, power, telecom industry and so on)

In addition, compared with traditional tidal power, the in-stream tidal power does not need to construct the dams, which greatly reduces the construction period and capital investment, and the resource comes from putting free stream turbines into fast water flows (as with wind turbines) rather than from a tidal barrage [5].Therefore, it raises a great interest in in-stream tidal energy technology in many countries and regions.
Such a device is equivalent to adding a Venturi tube in the external of the horizontal axis or vertical axis impeller, which makes the flow of water through the turbine more concentrated and have higher conversion efficiency[9]
Compared to the Horizontal axis turbine or Vertical axis turbine, Oscillating Hydrofoil technology can be arranged in relatively shallow waters of the unit, and have a wider field of applications than expected [4].
