The underground water level fluctuation is the comprehensive response of rainfall and reservoir water level.

At the same time, the following points were observed among the main environmental problems: - soil cover damage, which is caused primarily by erosion as a result of natural factors (arid climate, strong winds and global climate changes), as well as anthropogenic factors (cutting and damage of field protection belts, destruction of watercourses, construction of industrial enterprises on the left bank); - fresh water shortage due to a decrease in the amount of precipitation and peculiarities of the region, in particular, high mineralization of the underground water horizon; - pollution of the estuarine water area due to unauthorized discharge of wastewaters; - green areas reduction due to tree felling; - Territory littering, in particular, streams and lowlands, etc.
Prolonged shelling of the territory with weapons of various types, the passage of military equipment, mining caused significant impacts on the environment of these territories, among the main ones we can highlight following: - impact of fires on forest plantations, soils, valuable natural complexes; - damage to soils, forest plantations, valuable natural complexes due to the formation of craters from shells; - soil pollution as a result of falling fragments of projectiles, rocket fuel; - soil compaction due to the heavy equipment movement; - impact on the biodiversity of valuable natural complexes due to shelling (direct effect of fires and explosions, as well as the factor of disturbance, pollution); - pollution of the estuarine water area due to the spillage of oil products, rocket fuel, projectiles), - atmospheric air pollution caused by explosions and fires; - groundwater pollution caused by explosions, migration of pollutants.

Over-exploitation results in ground collapse and then causes geological disasters; Water pollution mainly comes from discharging of mine water, in addition, a large number of smut influences human life and production as well.
About 40 million people in these cities are drinking shallow groundwater polluted by mine water [4].
It needs to speed up the training of the talents and improving the level of professional technology and enterprise management.
In addition, it is important to deal with water pollution and fog caused by resource exploitation and utilization, and do a good job in greening to achieve the change from “black” to “green”.

In order to maintenance and reconstruction of degraded ecosystem, ecological civilization control and protection area should maintain the function of water conservation of natural vegetation, prohibiting such behavior as deforestation.
To improve the bearing capacity of the environment and the provision of ecological product ability that enhance water conservation, soil and water conservation, biodiversity maintenance, ecological civilization repair area should further advance the ecological restoration engineering including comprehensive control of soil erosion, afforestation and so on.
The results show that, the center of gravity policy of ecological civilization construction in southern red soil erosion area should focus on developing the green industry, strengthening the agricultural professional support, and changing peasants’ livelihood such use methane ecological compensation mode to replace the original fuel wood resource consumption.
