In the practical engineering, commonly used methods for reduction and elimination of welding residual stresses include reduction of weld size, adoption of reasonable welding sequence, reverse deformation method, annealing treatment, decomposition processing of large members, local baking, lowering of welding zone temperature during welding, and so forth.
Therefore, various appropriate measures should be taken in the practical engineering to minimize and eliminate the residual stresses, in order to improve the security of steel structural members.

Other factors hampering the volume of housing construction in other regions of the Russian Federation - restrictions on the production capacity of construction companies, affordable building resources, the availability of engineering networks at the borders of sites for housing construction, energy and other engineering resources, social infrastructure – in the Rostov region were not so acute.
