Civil turnover of real estate in Russia is based on purchase and sale, and it is related to the complex system of registration of the owner's right to housing.
The high cost of land plots, the additional expenditure of funds of engineering and social infrastructure increase construction costs greatly as well as complicate the construction process.
In addition, regional authorities have to facilitate the territory with social and engineering infrastructure.
