Introduction
Nowadays, the global environmental degradation has become to the international issue, and the emission of road transport is one of the major contributors for atmospheric pollution.
Besides, although the electric vehicles is benefit for atmosphere, the limitations of this kind of vehicles are still existing, which involve the limited range, passenger room and performance, pollution shifting instead of pollution reducing, battery disposal problem, safety issue and the cost barrier. 2 Behavior Modification 2.1 Traffic restraint measures Regulations to reduce the road transport emissions can be achieved by the implementation of some traffic restraint measures, such as road pricing, fuel tax, parking charges and traffic calming.

As critical transportation junction in the transportation network, bridge controls the traffic capacity of the transportation network.
After statically analysis of the investigation result of the collapsed bridges, three main reasons can be summarized: 1) overloading, which is widespread in Chinese highway traffic, caused most of the accident bridgescollapsed [2];2) construction deficiency, which is caused by unreasonable design and human error in the process of construction [3]; 3) imbalance of the system safety [4], most of the accident bridges collapsed for the failure of pier or bent cap.
Safety balance of components in system needs to be guaranteed.
However, in bridge design codes, few provisions can be referenced to consider the safety of system.

Condition Assessment
Bridge evaluation system assess the safety of existing bridges based on specific information, which also assess the basic performance of the existing bridge system as well as predicting the safety of its future.
It requires closure of the normal traffic and impacts on traffic flow, but also damages the structure.
The deflection and strain index are important in reflecting the safety of bridge structure.
The weight of each part of the overall structural safety is generally surveyed by experts.
