Each country has its own regulatory body (e.g. in the UK the Civil Aviation Authority [CAA] and in the USA the Federal Aviation Administration [FAA]).
These vet the manufacturers and operators, issuing certificates of airworthiness, approving design and manufacturing companies, issuing operators' licenses and controlling the standard of training for various personnel (e.g. flight crew and maintenance engineers).
For large civil transport aircraft with maximum take-off mass heavier than 12 5001b (5669 kg), the appropriate document is FAR Part 25 for USA and JAR25 for Europe.
For the United Kingdom, this control is exercised through the Civil Aviation Authority (CAA) and for the USA through the Federal Aviation Administration (FAA).
For civil airliners the proof factor is fixed at 1.0 and the ultimate factor at 1.5.

Summaries Based on the features of foundation treatment in collapsible loess, summary and conclusions are made as following: (1) Deduced calculation formula is significance for foundation treatment of collapsible loess, it can be used in actual engineering when adjusted according to influencing factors; (2) The compaction pile composite foundation is one of effective methods of foundation treatment in collapsible loess, quicklime pile compaction pile is the best one, then the lime compaction pile composite foundation, and the loess compaction pile composite foundation is the worst.
