Support of science and technology promotes combination between industrialization of ecological agriculture and land circulation.
“Blood transfusion” changing to “blood making”, it change eliminating poverty alleviation into development-oriented poverty alleviation, and need to improve the quality of the local population, the supplies only from capital input turn to the combination of capital, technology, goods and materials, training input and the supporting services.
Government should further intensify poverty alleviation of ecological agricultural science and technology, insist on relying on scientific and technological progress, strengthen the leading role of science and technology, vigorously promote the use of advanced technology, implement “the rain program”, improve quality of the labor force in poverty areas, vigorously develop vocational skills training, and get a goal of “training a skill, developing a person, geting out of poverty”[4].

One of the most common material degradation mechanisms in steel structures of substations is fatigue.
In high-cycle fatigue situations, materials performance is commonly characterized by an S-N curve [3].
