In order to improve the level of safety of airline operations, the companies have established a number of industry standards and regulations to regulate the operation of civil aviation.
In order to continuously improve the level of safety of civil aviation, each of aviation organizations and airlines are continuing to improve management.
This study is assume the airlines under state of emergency, use the emergency management theory to establish emergency management mechanism in civil aviation public safety event[5], as far as possible to control the accident occurred in the early stage, and reduce the losses in the consequence of accidents to improve emergency management capabilities of civil aviation, and to promote sustainable development and progress of China's civil aviation industry.

This study uses the contradiction matrix, 39 engineering parameters, and 40 inventive and innovative principles to identify the areas of improvement to address the exist problems.
Currently, the dampers developed in the semi-active control field, such as semi-active hydraulic damper (SHD), electrorheological damper, and magnetorheological damper, all can achieve the purpose of energy dissipation and shock absorption by utilizing the advantages of small hydraulic volume, high output, and vibration reduction The semi-active control is the latest technology in civil engineering, which combines the stability of the passive control system and mobility of the active control system to achieve the characteristic of low energy, high output, easy maintenance, highly reliable actuator and control system [2].
First, we should confirm the engineering parameters corresponding to the technical contradictions in the inventive problems.
