But what is even more disturbing is the fact that only 48% of those surveyed in the 2010 civil service people survey cited above agreed that the training they had was useful.
The mean score of the variables was used to rank them as shown on table 1 below: Table 1: Ranking of PFI procurement skills   PFI procurement skills Mean score 1 Stakeholder management skills 4.35 2 Contract management skills 4.28 3 Risk identification & management 4.23 4 Bid evaluation skills 4.23 5 Regulatory governance skills 4.21 6 Output specification skills 4.21 7 Negotiation skills 4.16 8 Business analysis skills 4.16 9 Sector-specific skills 4.16 10 Demand forecasting skills 4.09 11 life-cycle costing skills 4.07 12 Environmental/sustainability skills 4.05 13 Financial engineering/modelling 4.02 14 Human Capital /organisation audit skills 4.00 15 Contract design skills 3.98 16 Managing advisers 3.95 17 Design/Technical skills 3.77 Stakeholder management (Mean Score= 4.35) ranked as the most important skill from table 1 above and since there was no significant difference across sectors, this means that the importance of stakeholders is increasingly being recognised across both
However, environmental/sustainability skills (Mean score=4.05) and financial engineering skills (Mean score=4.02) did not rank very well, being in the bottom half of the table.
Financial engineering on the other hand has attained significant importance under the PFI given the impact of issues such as the use of derivatives in financing operations, refinancing, and excess profitability.
