Management has low degree, professional ability is not strong, technical force is weak, Corresponding lack of advanced management and mature management experience.
Colleges and universities should set up the specialty related to low-carbon theory and knowledge, make efforts to cultivate practical, innovative professionals required for the low-carbon economy development.
In order to achieve more efficient management, they should strengthen management of the normal operation of the school bus, water, electricity, gas, paper and so on, and improve the electronic document management and paperless office systems.
They should manage staff to develop a technology management, technological innovation and inspector of professional management backbone [7].
Universities should put the ideas of protection in land, energy, water, materials, environmental and low-carbon into the work of transformation and improving the campus infrastructure with rational planning in line to comply with the law school education and teaching functions.

During the traditional urban ecological environment monitoring, remote sensing images are processed and mapped by hand of professionals, and then the reports are made by hand.
Manual operation not only needs the personnel having a profound professional knowledge, but also reduce the processing speed, which is restricts severely the work efficiency.
Net-based automatic report generation technology can greatly improve the processing speed; meanwhile, it can reduce professional requirements for data processing personnel.
Using satellite remote sensing image, after the image processing, image extraction of water, soil, vegetation, can realize the application of urban green land, urban water, urban air, urban heat island, urban land use change detection and so on[4-6].
The urban wetland ecological monitoring and evaluation subsystem need to automatic generate wetland ecological monitoring analysis table. 2.5 Regional Urbanization Monitoring and Evaluation Report Landscape indexes are calculated to evaluate the trend of regional urbanization, potential effects of regional urbanization to surrounding water, farmland, and woodlands.

Air and water pollution problem.
In some place surrounding Eco-tourism area, there are air and water pollution as the development of polluting industries; people in their daily life and tourist reception process, due to the lack of supporting environmental protection facilities so there are air and water pollution caused by waste gases, waste water; there are contaminants by means of transport in emissions during operation; there are water pollution caused by tourist inflow of waste waters with rain and air pollution in the fermentation process.
Domestic and industrial wastewater discharged directly, a large number of fresh water resources are contaminated, so the limited water resources can not meet people's needs.
Tourists facilities are obsolete, environmental protection funds are weak, eco-tourism professionals are lack.
Increase investment on environmental protection, develop eco-tourism products, train professional ecotourism talents.
