As the gap between private car ownership rates in different types settlements and the demand of parking and construction conditions of parking facilities, the parking ways and indicators of the standard of the settlements need to have sufficient relevance and flexibility enough, and planning should be reasonable and in accordance with the actual needs and the trend of development in future.
2 Indicators of the standards of residential motor vehicle and parking status
Settlements parking facilities are an important part of the city static traffic, their construction standards are related to urban land development, transport development strategy and transport policy, involving the settlement types and the purchasing power of the residence groups.
Compared with underground parking garage, semi-underground parking garage has better natural lighting and ventilation conditions, as well the reduction of the ramp area requires for less building area for per car, avoiding the more expensive cost in constructing underground garage with indoor installations and structures handing, in this way, the cost of semi-underground garage will be 20% less than the cost of underground garage, and the living environment could be more desirable because of using natural height differences and the changes of space.

the surface layer «segments» increases,resulting in expansion of the «springs».Their expansion
reflects the reduction of the compressive stresses in the surface layer.Fig.4 shows the
development of surface stresses during Intensive Quenching.The main feature of the Intensive
Quenching method is to interrupt rapid cooling of the workpiece at the moment when
compressive stresses on the surface are at maximum.The martensite phase advance ceases
resulting in no further core «swelling»,and compressive stresses in the surface layer are
maintained.
