As a result, Private sectors need to discuss the proportion of investment with the government instead of implementing projects by their own because operation revenues cannot cover civil engineering, station, and track work costs [3].
Generally speaking, Urban Rapid Rail Transit includes two parts: civil engineering, electrical and mechanical equipment.
There are three main reasons: (i) the proportion of investment between civil engineering to electrical and mechanical equipment is about 2:1.

The extreme heterogeneity of bottom ash combined with the potential leachability of heavy metals and salt means that basic information concerning engineering properties is likely to be necessary to be assessed and investigated prior to its reutilization in most civil engineering applications.
The specific engineering parameters defined by the Chinese Specification for road construction, were required on the materials in each layer [6-9].
To determine the feasible application of MSWI bottom ash as an aggregate substitute in road construction, some key engineering and chemical compositions were analyzed in this study.
Feasible technologies of improving its engineering properties are necessary to up-cycle the ash as a higher class material.
