Abstract.
The optimization problem of building structure has the technical difficulties of nonlinear, discrete, indifferentiable and nonconvexity character, the traditional algorithm based on MATLAB can not solve practical engineering optimization problem accurately.
If the traditional optimization method is continues to applied for engineering structure optimization problems, which will inevitably influence on the sustainable development of the field structure optimization.
Improved genetic algorithm still has some problems and defects, and the premature convergence and convergence performance appears especially in the solution actual problem in theory and application technology and the faults is adopted in this paper, the principle of random functional analysis of genetic algorithm was improved to realize the optimization of the structure engineering design.

The restoring force model which proposed can be used in seismic elasto-plastic analysis of RC frame structure retrofitted by FRP and practical engineering seismic retrofitting design by FRP.
Because this model is adapted to the existing dynamic elasto-plastic analysis software, it is convenient for modeling analysis of RC frame retrofitted by FRP, and adapt to the requirements of engineering simplified analysis.

Abstact.
In the petroleum engineering, the nonlinear bulk strain or bulk strain rate must be considered in rock deformation, adopting the viscous-elastic theory, a constitutive equation of the pressure-sensitive dilatant materials was established.
For the pressure-sensitive dilatant materials, especially for the mud-rock, engineers often adopt the shear failure criterion of the rock, which was founded through the soil and rock mechanics experiment by Coulomb in 1773.
Especially, the influence of the mid-stress to the yield surface was not considered, which will bring error in engineering [1].
