2.9 Actively participate in international energy cooperation
China will continue improving its international cooperation policy on resource exploration and development, encourage foreign investors to develop nonconventional energy sources, build and operate such energy facilities as power plants, further improve the investment climate for foreign investors, expand the scope of utilization of foreign investment and pay more attention to bringing in advanced foreign technologies, management practices and high-caliber talent.
